A marketing campaign from the Torbay Development Agency (TDA) to encourage inward investment could lead to 0300 numbers being used at a new call centre.
An unnamed firm has expressed interest in setting up a site in Torquay and creating 500 new jobs in the area, the Herald Express reports.
Planning permission has been granted for a proposed 40,000 sq ft office building located behind Torquay Town Hall and chief executive of the TDA Steve Parrock said the project could be completed under a planned joint venture with construction company Sir Robert McAlpine.
"We are looking for a substantial pre-let at Lymington Road and if we are successful we can then start construction," Mr Parrock was quoted as saying.
Staff at the centre may be dealing with a wide range of customer queries, as the business involved is said to provide services to the entertainment, retail, banking, telecoms and media industries.
One firm that has already expanded its contact centre operations is National Grid, as earlier this month it launched an improved facility in Leicestershire.
