Ofcom could be given new powers to set maximum prices for 0844 numbers.
The industry watchdog has outlined planned consumer protection abilities that may mean it will have greater control over fines for companies that break regulations.
These changes are being discussed in parliament and if approved, could come into effect from May 26th.
Furthermore, Ofcom will also be able to set maximum retail prices for certain number ranges under the new framework.
It hopes to improve transparency and consumer understanding of call charges, having so far consulted on using this power for 08, 09 and 118 numbers.
The body could also specify how call charges are displayed in order to protect customers.
Chief executive of the organisation Ed Richards said: "These revised rules will increase consumer protection and enable Ofcom to take stronger action to deal with companies that do not comply with regulations."
Many GP surgeries up and down the country are currently being condemned for continuing to use premium rate phone numbers, despite the introduction of regulations stating they must take steps to switch to cheaper alternatives.
